That sounds like Jennifer to me. She has a slight accent. Plus, would Liz call in a report saying "white guy with a tan suit?" She'd say male, caucasian, etc. However, in the earlier episode with Jennifer she did say she called it in.
Hey, wait a minute. Tuxie, what if it was Jennifer? Her last call with Liz, Liz was getting cold feet. What if Jennifer called it in and Liz called later, but they disregarded the call because the arrest had already been made?
And where did we leave it off between Jennifer and Red? He surely would have kept his eye on her to know her whereabouts.

I did think it sounded similar to Jennifer, but much, much younger. I think Liz got a kid to call it in. She wouldn't have the kid sound like a cop.
I don't know if Red would have kept Jennifer in his cross hairs or not. I don't think he perceived her as any kind of threat.

It sounds like a teen voice to me. The sisters either got a teen to do it, or used a voice changing app for cell phone.

But judging by the comments Dembe makes, it is very possible he's intercepted the tape, altered it, and that's what he plays for Red.

it sounded like the voice had been played faster. I'm wondering if it was slowed down it would be their voice. It did seam to have Jennifer's accent. I'm thinking Dembe might have done this. Even if Jennifer called, Red will know she got the info from Liz.

Somebody on Reddit thought it might be Liz or Jennifer with the voice speeded up. He took it to software to slow it down, but it was not either one.
